North Dakota Legislature OKs Bill Banning Abortions After Heartbeat Is Found

A week after the Arkansas legislature passed the strictest measure in the country on abortion, North Dakota's legislature passed a bill that goes further and would ban abortions as soon as a heartbeat is detected.

Arkansas' bill banned abortions after 12 weeks; North Dakota's could ban them as early as six weeks into a pregnancy.

Court Says CIA Can't Have It Both Ways on Drones

A federal appeals court has rejected an effort by the CIA to deny it has any documents about a U.S. drone program that has killed terrorists overseas, ruling that the agency is stretching the law too far and asking judges "to give their imprimatur to a fiction of deniability that no reasonable person would regard as plausible."

Arkansas Legislature Embraces Strictest U.S. Abortion Law

Arkansas has approved a law banning most abortions after 12 weeks of gestation, as both houses of the state's legislature vote to override a veto by Democratic Gov. Mike Beebe. The Republican-backed Human Heartbeat Protection Act will become the nation's most restrictive law.

In vetoing the Senate version of the bill Monday, Beebe said that it "would impose a ban on a woman's right to choose an elective, nontherapeutic abortion well before viability."
