Special Education

The special education law signed 25 years ago today by President Gerald Ford profoundly changed the way the public schools teach millions of children with disabilities, requiring that those students be included in regular classrooms whenever possible. NPR's Robert Smith reports on the birth, and the legacy, of the law.
