And now a note on some changes in Congress. Democratic Senator Jim Webb of Virginia said yesterday he will not run for a second term next year. Webb served in Vietnam and wrote bestselling novels. He was secretary of the Navy under Republican President Ronald Reagan before running for the Senate as a Democrat. It was a long-shot campaign, which he won.
Yesterday, on his 65th birthday, he said it's time to return to the private sector.

Also yesterday, Republican Representative Christopher Lee of New York abruptly resigned. He quit hours after a shirtless photo of the congressman surfaced on the website Gawker. The congressman, who is married, apparently took the photo of himself and sent it to a woman he met on Craigslist.
