Iraqi Government Makes Peace Offering

Iraqi Prime Minister Ayad Allawi attempts to quell rebellion by granting amnesty to some Iraqi insurgents. Meanwhile, American troops clash for a third day with Shiite militiamen loyal to Muqtada al-Sadr in Baghdad and Najaf. NPR's Ivan Watson reports.
