It's true that you can still get by in rock 'n' roll on the strength of a unique voice. But it helps if said voice has something interesting to work with.

On the first three records by Heartless Bastards, that wasn't always the case. The Mountain, from 2008, had some terrific songs about a breakup, and a few that got bogged down in a rut. But on the band's latest release, Arrow, every song has a powerful, almost magnetic melody.

Uruguay boasts that it has the longest Carnival celebration not just in Latin America, but the world. The 40-day celebration is dotted with makeshift stages all around the capital city of Montevideo for performances of choral music called murga. Murga is both entertainment and a sociopolitical commentary that survived the military dictatorship of the 1970s.

Harriet blends Americana and electronic music to create a sound that embodies the L.A. rock scene: Its debut EP, Tell the Right Story, sounds like a chillwave re-imagination of Kings of Leon or The National. The group combines hoarse vocals, dramatic riffs and electronic flourishes on its debut — available for free on Harriet's website, though probably not for long.

The big sound of Milagres is built from small, simple elements: the boom of the kick drum, the clack of the claves, the repetitive tap-tap-tapping of a piano. This is a band of selective minimalism — which, in the end, somehow gets me thinking about the big sounds Phil Spector made. It's all about attention to detail, and Milagres is a band that cares.

It is said of Shannon Powell that he's part of New Orleans' musical DNA — that he knows things only local drummers know.

Powell, 49, is the A-list drummer in town. He's played with Dr. John, Harry Connick Jr., Nicholas Payton, R&B guitarist Earl King and Wynton Marsalis and the Jazz at Lincoln Center Orchestra.
